The proposed regulatory changes should reflect that the applicant SHALL require, as a precondition, the support of the host community for a Permit to Take Water, or an increased amount, or a RENEWAL of the permit, whose decision shall be determinative. In other words , the local municipality shall be the gatekeeper in the process.
