I completely support the four key elements of the proposal, however I think they should be stronger. I wouldn't want an oversight board (such as the Ontario Municipal Board) able to overrule every municipal decision.
1. Establish clear provincial priorities of water use to guide decisions where there are competing demands for water: And those should be water for LIFE and HEALTH, not for profit.
2. Update our approach to managing water takings in water quantity-stressed areas; it should be updated for all areas. All areas are or very soon will be "water quantity-stressed".
3. Make water taking data, including data the ministry collects from permitted water takers, more accessible to the public. It is difficult to find this information, it is scarce and hard to decipher online.
4. Give host municipalities more input into water bottling decisions. This should be changed to "Give host municipalities CONTROL over water bottling decisions."
Thank. I'd love to see if this is truly a consultation, and input is actually taken seriously into account in the final legislation, or if this a panacea to calm the public but based on NO intention to act on the public sentiments.
