Natural water sources are a public good, not a for-profit commodity, and as a public good, such water must be guarded by all levels of government— without apology.
Commercial bottlers of water are predatorily strategic in their search for water sources and have no interest in the health and survival of the communities they exploit. No level of government is obliged to place the considerations of private interests above those of the communities they serve.
Nothing short of an outright ban on commercial water taking and bottling is acceptable,
