The traffic report was prepared by a party commissioned by the Proponent.
That report has to be independently reviewed and commented on by an independent third party and not accepted as is. Additionally, the City is advised to commission their own report to look at the traffic from the perspective of noise, dust, smoke, affect on the pavement, street parking and multiple schools in the area.
From my perspective the report is very limited and provides a wrong conclusion for the reasons outlined below.
1. The traffic from the existing construction/demolition waste processing plant on the site has not been allowed for in either the existing or projected traffic figures. The plant was not in operation when the historical traffic data relied upon in this report was collected. The construction waste processing plant also has a processing limit of 1240 tonnes per day. Thus, the number of truck trips to and from the site in the current study has been underestimated. The construction waste trucks will not be as large as those proposed for the food waste and digestate and it would add three to four times the number of trucks utilized in the food waste processing business. This overlook will affect the conclusions drawn in the report and therefore the report is innacurate.

2. Provision for Future Increased Traffic
The traffic analysis only relates to the estimated existing 2020 conditions with the addition of the food waste processing plant traffic. No consideration appears to have been given to what will happen to the traffic flows in the next decades for the lifetime of this waste processing plant, as densification of the neighbourhoods continues.
