2. Prioritizing Water Uses:
Prioritizing the needs of the "environment, municipal drinking water, and agriculture/food ahead of commercial/industrial needs is important for increasing resilience in the future.
3. Managing Water Takings on an Area Basis:
cumulative effects and other possible externalities should be taken into consideration as much as possible. This would also mean empowering conservation authorities with the intention of wise watershed management
4. Transparency:
Clear data that is accessible to the public is important for inter-organizational cooperation and encourage public and indigenous participation/involvement
