We are encouraged by the direction the province is taking with this proposal, particularly plans for LDCs and program delivery companies to continue to propose cost-effective programs or projects that meet local or regional electricity system needs.

We are currently involved in delivering a "Strategic Energy Management" (SEM) Local Program with a handful of LDCs and their large users. The program aligns with the province's identified target area for "Programs that incentivize whole building electricity savings and peak demand reduction and help business to increase their internal energy management capacity".

We believe that collaborating with LDCs for this sort of energy management capacity building program is essential for engaging the right customers. LDCs stand to gain a lot from SEM programs that enhance their relationships and deliver value to their key account customers, because LDCs are genuinely invested in keeping their local businesses competitive on the world stage.

The current SEM Local Program is receiving very positive feedback from participants, with the adaptations for remote delivery during the COVID-19 pandemic. A confidential sample of program feedback is attached as an testament of the value to customers (please do not share publicly).
