I am familiar with falconry and understand that there has been a draw system since 2011 where 25 people are allowed to capture a wild bird for falconry purposes. Doing away with the draw system and permitting those with a falconry licence to trap a new bird is good for falconry. It will encourage people to release the hawk back to the wild after one season. (Knowing that the falconer can get a new bird the following season) This is a win/win situation for the falconer and the hawk. Traditionally, this is the way falconry has been practiced for thousands of years, in other countries, without harm to the hawk population.
