These are my personal comments. I suggest the following three issues should be addressed in the plan finally adopted:
1. The impact of prices, taxes, subsidies and rebates on consumer behaviour including energy consumption, choice of fuels, conservation, and security of energy supplies.
2. An alternative plan for securing the reliability of provincial electricity supplies if further life extensions of the Pickering nuclear generating units are subsequently found to be either technically infeasible or uneconomic.
3. The impact of new technologies on future energy use including the widespread adoption of low cost distributed solar PV, electric cars, and distributed energy storage through batteries.
