I like the general idea,…

I like the general idea, however I am questioning the concept of making this a non-crown agency. To me this is giving huge power to a private organization. I understand they are a non-profit, but who will be on the board? Who will make decisions? Who do they answer to? I have been wholly unimpressed by the TSSA which can't seem to regulate the elevator industry well at all. I simply don't see why this is not a part of the civil service, or if you think this is a good idea and will be more effective then why did you not formalize the SPCA's authority to allow them to function instead of letting this twist in the wind?

I remain unconvinced this will accomplish it's goals in the format provided
