I am totally opposed to the live capture of gyrfalcons in the wild. For one thing, this may encourage illegal trade to counties which prize them. For another thing, even though the proposal says that there will be a draw for gyrfalcons based on whether you are licensed or apprenticed, it is not all together clear how this will be controlled.
As to the elimination of the draw for the more common birds of prey, to me this suggests that you will have no way what so ever of checking how many are captured legally during the year. The above comment regarding the lack control of legal and illegal capture is also a concern.
Birds are under enough pressure as is. I would genuinely prefer NO capture of any birds of prey from the wild. But if this is not practical, the Ontario government shouldn’t make it any easier than it already is. And certainly the addition of gyrfalcons would be a big mistake. What’s next? Peregrine Falcons??
