Municipalities across Ontario have been struggling to figure out the responsibilities and logistics regarding the upcoming implementation of the new Excess Soils regulations. Coupled with the outfall of the COVID pandemic which has imposed many challenges in managing the 'new normal' in terms of workplace and existing workforces, this regulation should not be considered a priority at this time.
