As an individual who has never been involved in falconry, I can provide an objective and non-biased comment to this proposal. As a current veterinary student at the Ontario Veterinary College, I can provide a comment that is considerate of animal welfare. Lastly, as an individual who has a passion for wildlife and conservation, I can provide a comment that is conscious of ecological implications.

My comment is in support of the new proposal due to the following reasons:

Elimination of the lottery system would allow more opportunities for passionate falconers to practice this ancient tradition, which is recognized by the United Nations Educational, Scientific and Cultural Organization, thus enriching lives for many.

Enabling live-captures of Northern Goshawks may result in an increase of efforts to study and document this species, thus participating in scientific advancement for society.

The current list of 4 common species that could be captured will be continuously maintained and enforced, which also all come from abundant and secure populations in the wild, thus this proposal is consciously safeguarding the populations of raptors in Ontario.

The limited live-capture of northern goshawks is very reasonable, only 5 per year with minimal ecological implications, thus the proposal is consciously safeguarding the populations of Goshawks in Ontario.

"The number of northern goshawks that may be captured may be revised based on new data and assessment of the status of its population" - This statement shows that the proposal is open to monitor, assess, and receive constructive criticism, thus it is dedicated to holding accountability for a high standard of conservation efforts.

This proposal will enhance the sport of falconry and enrich the lives of many, while holding itself accountable to animal welfare and ecological implications, and for that reason I am happy to support this proposal.
