I believe that there is not enough evidence in this proposal when referring to stable populations in Ontario. Declines in most raptor species has been noted through Hawk watch. As the Ontario Breeding Bird Atlas is taking place next year, I urge the government to consider the results of the Atlas before passing this proposal. In addition, I feel that increasing the amount of raptors capture from 25 to over 200 is unjustified, as there is not enough evidence that the demand for falconry has increased. Equally important, I would recommend working with an environmental organization to monitor populations of Ontarian raptors before going ahead with this proposal. In this way, the capture of raptors could be managed and impacts on the raptor populations assessed. In brief, I think that the government should reconsider this proposal and revise it to better support Ontario's raptors.
