I am adamantly opposed to this proposal. I have been an active observer of bird populations in Ontario for over 50 years. I have noted significantly declines in several of the raptor species included in this proposal - especially Northern Goshawk. The proposal contains no justification in terms of statistical data on population trends for the raptor species mentioned. Further study is clearly required before anything like this can even be proposed. For example, why not wait until the completion of the third Ontario Breeding Bird Atlas in 2025 and then see if the data justifies any changes in the regulations with regard to live capture of raptors.
