Increase in fees should be placed on the producer in their environmental taxes and avoid being absorbed by the consumer. Consumers already pay a large amount for "environmental disposal" fees on top of the cost of the item.
The higher the fee on the consumer, the less they will be willing to participate on following recycling requirements.
