It seems unfair that some smaller or regional businesses should be required to support recycling in all communities in Ontario. Perhaps the regulation could be amended to state that qualifying businesses should only be responsible for recycling services within a 50 km radius of their stores, or of retailers carrying their products.
Businesses that sell online should be responsible for recycling throughout Ontario.
