As an aquaculture researcher at an Ontario university, I support the proposal to modernize and streamline the regulatory framework for Ontario’s aquaculture facilities. It is reasonable to exempt educational institutions and low risk facilities (especially land based operations) undertaking aquaculture research from requiring an aquaculture licence, providing that facility is able to demonstrate standard operating practices to reduce environmental impacts. Additionally, changing the decision making power from Lieutenant Governor to a provincial Minister to reduce approval timelines is an excellent idea.

However, it is not clear what is intended by change #2 "Establishing the ability to change FWCA licences and authorizations, including their conditions. This proposed change would enable greater flexibility to respond to the evolving needs of aquaculture operators, while ensuring that facilities are developed and conducted in an environmentally sustainable manner." Currently, licence holders may apply for an amendment to add species to their licence, so how does this differ?

Ultimately, making it easier to operate low risk, land based aquaculture facilities is a great approach.
