• The Township appreciate the efforts of the Ministry to ensure the protection of our municipal drinking water sources through the science based source protection program and the ongoing amendments to the Director’s Technical Rules and local Source Protection Plans.
• Many of the proposed changes will better protect our municipal drinking water sources, but will result in a large number of new Significant Drinking Water Threats, that will require additional capacity and time to identify and manage effectively.
• The Township encourages the Ministry, prior to adopting any changes to the technical rules, undertake an analysis to better understand the number of new significant threats resulting from the changes in the rules and the capacity needs required to address them.
• Where appropriate the Ministry should consider further adjusting the proposed rules so they align with the overall available capacity for implementation. In the alternate the Ministry may wish to bring forward other adjustments that could free up capacity for redeployment.
