I believe that the financial burden of recycling should fall on the companies who produce waste. Shifting the financial cost of the Blue Box Program from municipalities and tax payers to the companies that produce products and packaging is an effective solution so long as it results in encouraging these companies to start using more sustainable packaging and materials, like compostable packaging, etc.
