This is incredibly wrong, and is going to have detrimental impacts on species at risk. This gives an incentive for habitat destruction, thus resulting in a loss of habitat for species. It works against the protection/recovery of these species, it fails to ensure transparency with respect to site-specific and cumulative harm to the habitat of at-risk species.
Honestly I fail to understand how this could ever be deemed “ok”, when it’s obvious we need to be making a stand for a more sustainable future and assist in recovering our biodiversity when this is taking steps backwards.
