The Pembina Institute in a letter from March 29, 2019 said that Ontario's Emissions Performance Standards are weaker than the e federal output-based pricing system. I like that there won't be a gap in pricing however, I am concerned that industrial facilities will end up paying less for their pollution. In addition, 2021 has started and accounting of GHG emissions will not be released publicly until 2022. It makes sense to wait a year to assess the impact of the change and to allow for better consultation about changes related to compliance obligations. One issue that stands out is that there is a proposed amendment " for registered facilities to exit the program in specified circumstances" There should be no options to opt out of carbon pricing.
