I do not think ministerial powers should be expanded in this way. While I support inclusionary zoning, I see no need for more provincial involvement in local matters. Additionally, as a November 23rd session from the Urban Land Institute points out, one of the reasons developers actually don't mind IZ is it's predictability. If MZOs bring IZ in suddenly, one of the major strengths of IZ is lost.
As cities increasingly house more and more of our population and contribute more and more to GDP, we ought to be heading towards more urban autonomy rather than less. MZOs are a heavy handed and undemocratic tool with far too little accountability. I do not approve of the proliferation of the use of MZO's by the current PC government. As such, I stand against this unnecessary expansion of ministerial authority.
