I am very concerned about these proposed changes. Recently we have seen a huge increase in the use of ministerial zoning orders which circumvent well-tested procedures to ensure wise planning outcomes. Several of the zoning orders used recently could have potentially negative results (eg, the loss of a wetland near Oshawa, farmland near Stratford). Too much autocratic power is invested in the Minister and this threatens public accountability. Much mention is made of inclusive zoning for affordable housing, but that is only one matter. The increased powers could be used for many other reasons, without right of appeal and no accountability to the public or institutions at other levels of government. It also provides an avenue for abuse of power.
This measure should be withdrawn.
