I am concerned about the lack of oversight under the proposed rules. Municipal zoning orders should still require consultation with municipal and conservation authorities in order to ensure that developments are a) in the public and property owner interest over the long term considering flood potential and other environmental impacts where the risk is borne by the property owner themselves and b) that natural habitats are not bulldozed and destroyed to make way for sprawl which has been identified by the OECD as a contributor to biodiversity loss and climate change.

Municipal zoning orders should ONLY be used where there is no existing municipal or conservation authority and where the underlying land or building is not agricultural, wetland, habitat for animal species, component for safe drinking water, a significant heritage property or where the public has displayed concern.

The consultation period should be extended another 90 days and the powers from Schedule 17 should not be used until after the consultation period has ended.
