Amendments to the Oil, Gas and Salt Resources of Ontario Provincial Operating Standards
Enbridge Gas is pleased to provide the following feedback on the proposed changes to the Oil, Gas & Salt Resources of Ontario Provincial Operating Standards (‘the Standard’). Specifically, the proposal to adopt the most current version of specifications, codes and standards that are referenced in the Standard.
While Enbridge Gas is not opposed to this practice, Enbridge is suggesting that an appropriate adoption process and framework be established for the adoption of the specifications, codes and standards. This will allow for an orderly transition and an equitable ‘playing field’ for all Operators.
Operators need time to understand the implications of these changes. It is not reasonable to expect that Operators can understand, adopt and implement the changes immediately upon the issuance of a new document. It will require time to review and execute the changes. As an example, revised maintenance practices may require updating procedures, additional training, hiring of additional resources and many other consequences. Enbridge is proposing a six-month period, from the issuance of the document, that will allow Operators time to develop plans to execute and to manage the changes associated with any new specifications, codes and standards.
