A fully developed set of regulations need to be developed for transport of used Li-ion batteries in both their complete form and their crushed form to enable the recyclers to recapture these strategic materials. The transport regulations need to be designed to support recycling of other materials such as LABs, NiMH, plastics, copper and aluminum and look to the future of recycling organic wastes as well.

Lead Acid Batteries (LABs) have a start on this - the system needs to be low paperwork, low cost or cost incentivized in the price of the batteries to enable this chain to reduce the amount of material that ends up in the landfills and water sources.
