Community Advisory Boards shall be a composed of a substantial majority of members of the public and those members shall be chosen by the elected members of municipal councils.
All projects requiring expenditure will be submitted to the Community Advisory Board for consideration and the majority of opinion of the board will be submitted to councils along with the request for funding.
