Local conservation authorities have been self serving money grabs for years. They exist to keep their staff in jobs and have little concern for actual conservation of waterfronts and greenspaces. They will tell you what you cannot do to fix a dock, but if you ask what natural plants you could replace grass with at the waterfront they do not know and do not care.
