I think municipalities should continue to be mandated to fund non-core services like trails, educational programming and private land stewardship projects, such as tree planting and stream rehabilitation.
These things are crucial to the quality of life and mental and physical health of residents and should have secure funding and not require volunteer or any other means of funding in order for them to be maintained and safe for use by the public.
