There are several implications of the proposed Excess Soil Standards:
• EC and SAR
As salt is so commonly used in Ontario on roads and private parking lots, it is expected that the soil from these locations will contain elevated EC and SAR. The Brownfield Regulation, O. Reg.153/04, stated that the EC and SAR values were derived for the protection of plant life. If the intent of the legislation is to protect potable groundwater from the effects of sodium and chloride, then it is recommended that values for sodium and chloride be developed to accurately reflect the potential hazard to groundwater aquifers and groundwater drinking wells.
In addition, the landfills will quickly be filled with EC and SAR impacted soil since the use of salt is so prevalent. If the soil cannot be re-used on site during redevelopment, then under the proposed regulation, it is required to go as waste to a landfill.
