I don’t agree with the fines, fees and penalties on any of this at the moment , it definitely feels more like a tax .
Considering what has happened in the past with OTR - perhaps finely those that misuse the funds would be more advantageous than
Demanding retailers to have “set targets” of recycling .help the planet by producing and demanding more use of materials .
This has always felt like a tax and it will continue to feel like one. .
Just waiting for the next scandal to be revealed - so than this system can be shut down too.
