I think that it is the M O E that should be responsible for vehicle emmisions. M V I S are required to make sure the vehicle is safe to drive and is safe for the public to be around. Or leave things as they are that a vehicle needs to be tested when renewing plates every so often or when required at a emmisons testing facility..
