Thank you for the opportunity to provide comment on the site-specific air standard request for Nickel for Vale Canada’s Copper Cliff Smelter.
Although lower than the Upper Risk Threshold of 2 ug/m3 (24 hour average), and lower than the present Site Specific Standard of 1 ug/m3 (annual average) the proposed Site Specific Standard of 0.4 ug/m3 (annual average) is still much higher than the new legislated standard of 0.04 ug/m3 (annual average).
Public Health Sudbury & Districts strongly recommends that there be an expectation that Vale continually re-assess equipment, procedures, and operations to not only meet the Site Specific Standard, but also continue make active progress towards reaching the actual O. Reg. 419/05 Point of Impingement limit of 0.04 ug/m3 (annual average).
