This sounds (suspiciously) like a reason to charge people for enjoying these areas. Prince Edward County has a few "hidden" gems that the local residents have respectfully frequented for years. We seem to be catering to the over populated, over marketed Tourism in our county which had given the local residents the SHAFT in many areas. It is sad and very frustrating.
Another money grab scheme because they know "the Tourists" will pay. Disgusting.
