I agree with this approach for non-commercial use of Ontario's Crown Forests. For the most part this is what is already happening and has been for a long time. Ontario has had a history of on-going shortages of field conservation officers and hence have spent little of their enforcement efforts enforcing the current requirements of personnel use of Crown resources, choosing to spend the vast majority of their time on enforcing Ontario's fish and wildlife laws. If invoked into Regulation, these new requirements will allow the conservation officers to concentrate their efforts on the illegal commercialization of Ontario's Crown Forests.

I trust when you speak of downed commercially harvested and the ability for the public to collect this wood, you will make it clear that such wood must be non-merchantable i.e. slash pile wood would be okay vs downed full-tree or tree-length wood.
