Comment
My only comment with respect to this proposed legislation is that it does not set a minimum size of a block which can be exploited without permit. While this may not be an issue on the shield due to the low population density and abundance of forests, it is much more problematic in southern Ontario where there are areas of crown land which may have crown forest (outside of parks and conservation reserves) which are highly accessible and already under pressure from other kinds of exploitation. There should be a minimum size under which harvest without a permit is not permitted south of the Canadian shield to prevent the overexploitation of forest resources from these areas.
