Emission credits work as carbon offsets. They must comply with the principle of additionality; otherwise they make no change to the present levels of emissions. Also, the price of the offset must not be less than the cost of carbon imposed on the seller; otherwise it is a cheap way of avoiding the carbon tax imposed by the federal government. Additionality is a sine qua non for the effectiveness of the programme.
One last point. Offsets must be limited to the province of Ontario. International offsets must absolutely not be allowed: the opportunity for malfeasance is simply too great.
