The following are some suggested examples of criteria to consider as part of the evaluation to identify the best candidate to partner with the Ministry of Energy on the Development of a Clean Energy Credit Registry:
REGISTRY OPERATOR CAPABILITIES
▪ Experience with developing and operating a government regulated solution
▪ Trusted partner to the Ontario Government in service delivery
TECHNICAL REQUIREMENTS
▪ Ability to customize systems based on legislative change and to enable red tape reduction and marketplace efficiency
▪ Authoritative in-house end-to-end technology and subject matter expertise (i.e., ability to design, build, house and maintain own systems)
▪ Flexible approach to system hosting that delivers high availability underpinned by robust cybersecurity practices and policies
▪ Track record of meeting rigorous performance standards and KPI results delivering availability and responsiveness
▪ Reliable track record of protecting data value, security, privacy, and managing data delivery from a customer management, data integration, governance and transparency perspective
NON-TECHNICAL REQUIREMENTS
▪ Internal expertise: Communications; Change Management and Audit teams to facilitate the deployment of new registry services to end users and ensure ongoing performance and delivery
▪ Strong understanding of and experience operating within Ontario’s legislative framework
