I fully support the ceasing of the light vehicle emissions testing program and introducing a heavy duty vehicle program as part of the Drive Clean Motor Vehicle initiative, as they are often non-compliant and on our roads polluting the air.
That said, the new program focused on heavy duty vehicles is a great idea as a lot of them are on the roads emitting black smoke into the air. To augment the compliance and increase enforcement of heavy duty vehicles assuming this includes TTC and GO buses as well, setup of a 'hotline' for the public to call and report license non-compliant vehicles we see on the roads? This would require MTO/MOE to enforce and action for follow-up with the reported non-compliant vehicles to correct their issue within a specific timeframe or the consequence would be a penalty/fine charge.
Best of luck with getting this passed. I hope to see the above introduced as well. Many thanks in advance.
