Conservation authority should only be allowed to control property that they have purchased and hold in a Public Trust.
If allowed to control private property by issuing permits (or denying) they should provide permits FREE to remove any monetary incentive to demand permit application where the Municipality has already collected a Permit Fee.
Any denial of a Permit should be based on historical FACT for the chosen property and not a Personal/"Professional" OPINION of what may or may not happen in the future.
The Conservation Authority should be allowed to issue a summation of their beliefs to the property holder that would hold the Government unable to use Tax Payers dollars to assist Private Property owners should flooding/erosion occur, with the exception of Conservation Authority/Government interference in property owners attempts to mitigate flood/erosion damage.
