Land planning is complex and takes careful, deliberate consideration of the long-term sustainability of development or preservation that happens today. Development of new, affordable and quality housing does not happen quickly. It does not meet the needs of the community when the public is not consulted. It does not serve the interests of families when development is prioritized over employment areas. Developers have huge budgets and build for profit. What developers want to build and where they want to build is often at odds with what communities and families actually need. When ministerial orders override the considered direction of municipal bodies to fill a quota, the quota and the developers' pockets are all that is filled.
