Should have maintained current policies (for light duty vehicles).
Free initial testing. Paying for retest due to fail.
Alternatively, have either 2 choices pass or fail; or conditional when emissions are passed, but OBD reader testing shows other non-emissions defects in vehicle.
Scrap fees all together, free initial and retesting, but fees payable if performing Drive Clean testing out of required cycle.
Will allow for lower cost for vehicle owners, but will maintain the health and safety of road users.
