The greenbelt was created by law as an urban growth boundary and to protect natural resources for the health and well-being of Ontario's people. Simply under principal, the greenbelt should not be touched in anyway on the basis that law and policy I believe, have formally protected that land. There are a number of other things the Ontario government can do to make housing more affordable, and developable within the urban growth centers that are available.
