The Drive Clean program was effective.
Vehicle owners covered (or partially covered) costs through fees. People who didn’t own vehicles had no charges to cover. It is fair that the polluters should pay for pollution reduction.
The proposed approach is for light vehicle spot checking by enforcement officers. These costs will come out of the public purse. Thus, all tax payers, whether vehicle owners or not, will pay for the new program. This does not look like an efficient use of public funds to me.
I would like to see proofs of the government’s claims about this proposal.
