I've been a civil engineer in Ontario for almost 20 years (working mostly with developers), and these changes to Conservation Authorities (CAs) are a terrible idea.

CAs are boots on the ground. They know the issues in their watersheds. They know the land. They know the people. The provide a grass roots service at a very competitive rate, and they keep people safe.

The provincial government will not be able to provide the same services anywhere near as effectively. Either it will be expensive, or it will be dropped. Mistakes will be made. People will get hurt.

We saw this movie already in May 2000 with Water Treatment and Walkerton.
