There are doubtless some positive elements to this proposal but the restriction of right of appeal to a limited class of “specified persons” in my view, abrogates the rights of residents who may have made appropriate submissions in the proscribed manner, to the Ontario Land Tribunal, but will now be unable to appeal. I suggest this would constitute a violation of section 15 of the Canadian Charter of Rights and Freedoms.
