I believe creating a comprehensive regulation that applies to all conservation authority regulated lands will be an overall benefit to Ontario. However, limiting wetland buffers to only 30 metres is negligent given the highly sensitive nature of the natural features and the scientific evidence that shows that larger buffers are much more beneficial than small buffers.
In fact, the Best Management Practices for Buffer Strips developed by the Ontario government (OMAFRA), 2004 states that the best buffers for wetlands range from 120-300 metres wide. Limiting the regulated area to only 30 metres does not even allow the possibility of the establishment of the best possible buffer to our sensitive wetlands.
