I live in the City of Toronto in a condominium complex where our waste is handled by a contractor rather than the City of Toronto. The mayor John Tory is pleading with producers to stop contaminating recycling with inappropriate refuse, and has both the staff picking up and inspectors to; police the contents of recycling, refuse inappropriate recycling waste, and possibly level fines if necessary. I notice that the recycling guide provided by the contractor is different from that provided by the City. The City staff assure me that oversight of Waste Management contractors is not a City responsibility.
It's possible that the recycling materials and disposal routes are different for the City and contractors, but it seems unlikely. I note that the City does not inspect recycling by contractors, and while our contractor does supply a list of garbage/recycling/organics for posting when requested, but does not provide further consumer education or materials as the City does. I should also note that our condo corporations do not provide organic recycling capabilities
My question is, who has the responsibility to ensure that recycling and consumer education is done properly by contractors in the City?
