Requesting Modification to Toronto Official Plan Amendment 570, respecting Site and Area Specific Policy Area 624 (Mimico). The request includes the provision of alternative mapping for the delineation of the MTSA to include 220 Royal York Road and alternative minimum density mapping that should be substituted for that in OPA 570. The request is made on behalf of Choice, owner of the property at 220 Royal York Road, the location of a supermarket.
The City of Toronto has adopted mapping delineating Major Transit Station Areas including Mimico. In policy 2.2.4.2, the Growth Plan directs that municipalities "will delineate the boundaries of major transit station areas in a transit-supportive manner that maximizes the size of the area and the number of potential transit users that are within walking distance of the station." This goal has not been achieved in the case of the Mimico GO MTSA. Thus, the adopted Official Plan Amendment is not consistent with provincial policy and is not in conformity with the Growth Plan.
The 220 Royal York Road property should have been included in the delineated MTSA - which it borders on two sides. The store on the site anchors the Royal York Road commercial strip, which is the north-south spine of the MTSA. It should be included at the same minimum 2.0 FSI density applied to the balance of the strip in the west side of Royal York. Alternative mapping is provided.
Ontario is experiencing a housing supply crisis. Modification as requested offers the opportunity to accelerate the delivery of important new housing supply. The Official Plan Amendment should be modified to provide for an appropriate delineation including 220 Royal York in the Mimico MTSA.
