Anyone who can not afford a house should be able to have a floating accomodation if they so choose. They can be just as sustainable as long as there is sewage regulation and proper water filtration. Enough squeezing the people and let them build within reason and live.
Noone owns the water unfortunately for the multi million doller cottagers. Natural law allows people to move freely.
Max sq ft on the water? How big can boats be?
Sewage limits?
Local docking fees/ pump out station to create revenue.
